Message cats are gutted for visual inspection purposes (because you can clearly see the cats). Even so, they don't look like OEM mid-pipes, either (La-Z-Link).

I'm assuming the weld is simply a repair to a previously broken weld. If you're going through the effort to install downpipes, spend another $300 (or less if you search for used) and replace those pipes while you're at it... you've gotta fight with that pretty, rusty connection regardless. Don't bother with breaking those free, cut them off and replace.

Also, be sure to keep any inspection requirements in mind.
